Open Fund
 

In order to build a good academic atmosphere and enlarge influence, SKLGP always gives high priority to communication and cooperation. In 1992, the laboratory established an open fund contributed by the Ministry of Geology and Mineral Resources with 10 million RMB. But since 1998, the fund was suspended and the lab began to raise money itself for five years. After that period, the laboratory restarted the open fund with an increase to 20 million RMB per year, which was sponsored by the university. At the end of 2005there were 70 research programs admitted by the lab with the funding of 150 million RMB. In 2007, A Guidebook to Open Fund was formulated to encourage scholars from home and abroad to apply for the open fund of SKLGP. Since then, many excellent scholars were attracted to work and do researches here.

 

In every second half of the year, the application procedure will be posted on the website and the access will be open. At the end of the year, the Academic Committee of SKLGP will evaluate on the application and propose a funding list. Then the director of laboratory will make the final decision of the funding projects according to that year’s expenditure and Academic Committee’s recommendation, and endorse the approval document. The process is simplified as sending the application form, waiting for the evaluation by the expertise, confirmed by the academic committee, and finally approved by the director.

 

According to SKLGP regulation that 30 percent of open operation expense shall be used in cooperation and open projects, the funding of open projects will amount to about 1.2 million yuan every year. During the period of this year’s evaluation, the funds allocation is lagging behind, so in 2012 SKLGP assigned two years’ of open projects at one time to solve this problem. Meanwhile, laboratory also encourages appliers to try other funding which is relevant to their research due to the large amount of application and low funding rate. In the latest 5 years, SKLGP totally sets 94 open projects (including 18 team supported projects) with overall expenditure of over 7.7 million yuan (including 1.52 million yuan supported by teams). The funding of this evaluation period is as below.

The open fund attracts numbers of scholars from home and abroad to conduct research around laboratory’s research direction. Recipients have published 242 papers that are marked with funding by SKLGP during this evaluation period, among which, 93 are SCI papers and 79 EI (see Table 2). At the same time, open fund helps many recipients achieve a series of innovative research results and accelerate them to be successful. For instance, Yin Zhenyu was hired as the associate professor by Ecoles Centrales during the funding period; Feng Shijin, Tang Chaosheng and Chen Yonggui gained National Science Fund for Excellent Young Scholars by The National Natural Science Foundation of China and Feng also became the chief expert of “973 Program”; Li Yanrong was selected as the distinguished expert of “100-Talent Program” in Shanxi province and “Young Overseas High-level Talents Introduction Plan” by Organization Department of the Central Committee of CPC.
